The International Rescue Committee assisted in the resettlement of refugees from North Vietnam. The leaders of the IRC, Leo Cherne and Joseph Buttinger, were close friends with Ngô Đình Diệm, but reluctantly broke with Diệm in 1963 after failing to persuade him to initiate reforms.4 Records
